Crestview selects Jessica Leavins first deputy city manager

The City of Crestview appointed Administrative Director Jessica Leavins as its first deputy city manager, bringing experience in human resources and management to the role.

The City of Crestview named Administrative Director Jessica Leavins as its first deputy city manager on Jan. 28, promoting an internal candidate who has served the city for more than five years.

  • Leavins, who holds a bachelor’s degree in Industrial Psychology from the University of West Florida and a master’s in Management from Troy State University, has helped develop the city’s Human Resources, Communications, and Information Technology divisions during her tenure as administrative director.

City Manager Tim Bolduc emphasized the importance of internal promotion in the selection. “Jessica Leavins is not only the most qualified, but also has a good grasp on how we handle the administrative side of things, contract negotiations and a myriad of other things,” Bolduc said.

Council Member Ryan Bullard backed the appointment, noting the city’s positive trajectory. “When we are driving business growth, commercial growth, residential growth; we go from a city that people didn’t want to be in to a city that people are desiring to be in, and at the same time, we are lowering taxes,” Bullard said.
