On June 7, 1776, Richard Henry Lee of Virginia presented a resolution to the Second Continental Congress, that the “United Colonies are, and of right ought to be, free and independent States.” Lee’s resolution met with resistance in the ensuing debate.
Congress appointed the Committee of Five to draft a declaration. The committee decided upon the articles that the declaration should address and appointed Jefferson to write the
draft.
