Fort Walton Beach council to weigh school speed cameras, budget cap, dispatch proposal Tuesday

The Fort Walton Beach City Council meets Tuesday with school speed cameras, commercial shipping containers and a possible Sheriff's Office dispatch takeover among major items.

The Fort Walton Beach City Council meets at 6 p.m. Tuesday, June 9, at Council Chambers, 107 Miracle Strip Parkway SW. Here is what is on the agenda:

  • School speed cameras: Staff is recommending the council keep the school speed zone camera program and deny Okaloosa County’s request to refund speeding fines previously assessed.
  • Shipping containers for commercial use: First reading of Ordinance 2215, which would amend Land Development Code Section 5.01.07 to allow commercial uses of shipping containers. Restrictions on containers used for storage would remain in place, and staff is proposing an exemption to existing standards for primary structures on commercial property. Growth Management Director Tim Gibson wrote that staff researched other jurisdictions and found multiple commercial projects using shipping containers already in operation. Staff reports no direct financial impact on the city.
  • Possible Sheriff’s Office dispatch takeover: Council Member David Schmidt is asking for direction for staff to request a proposal from the Okaloosa County Sheriff’s Office to provide full-time dispatch service for Fort Walton Beach. The proposal would come back during the budget process for council consideration.
  • Consolidation and budget cap discussion: Council is set to identify city operating sections to be reviewed for possible consolidation or outsourcing at the June 16 budget workshop. The discussion will also cover budget cap logic, including operating caps, a capital project moratorium and millage rate caps. Topics for the workshop are due to the city manager and city clerk by 5 p.m. Wednesday, June 10, for inclusion in the agenda packet.
  • Bayside Breeze Apartments: A quasi-judicial hearing on the first amendment to the development agreement with the Fort Walton Beach Housing Authority for the Bayside Breeze workforce housing development at 27 Robinwood Drive SW.

Second readings

  • Roof pitch and overhang requirements: Ordinance 2211 would amend Land Development Code Section 4.01.02 to remove minimum roof pitch and overhang requirements from residential design standards.
  • Surplus property to Okaloosa County: Ordinance 2214 would authorize conveyance of city property south of the Fort Walton Beach Fire Training Center and north of Lewis Turner Boulevard to Okaloosa County. The fire training center itself is excluded.

Also on the agenda

  • Council benefits cleanup: Ordinance 2218 would amend Code of Ordinances Section 6.03 to align with the November 2024 charter amendment voters passed prohibiting compensation to elected officials. Section 6.03.01, which conflicts with the new charter section, would be repealed. The remainder of Section 6.03 would stay in place to preserve the ability of former mayors and councilmembers to remain on the city’s health insurance plan if they pay premiums out of pocket. The council voted in December 2024 to phase out their monthly compensation and insurance benefits at the end of the 2024-2025 fiscal year.
  • Future agenda requests: Council Member Bryce Jeter has requested a June 23 agenda item to discuss the sidewalk budget. Schmidt has also requested a future agenda item on reinstating the waiver of impact fees and water and sewer connection fees.

  2. Most cities only have the school speed zone cameras set up for when students are arriving in the morning and leaving in the afternoon. I don’t understand why they are in effect for most of the day.
