Shalimar Mayor Mark Franks elected President of Florida League of Cities

The Florida League of Cities announced Friday that Shalimar Mayor Mark Franks has been elected President of the organization for the 2026-2027 term.

  • Franks, a lifelong Okaloosa County resident, was elected by the League’s membership and will serve a one-year term leading the statewide organization, which serves as the united voice for Florida’s municipal governments. He was sworn-in by Representative Patt Maney.

“It’s an honor to serve as President of the Florida League of Cities,” Franks said upon his installation. “As mayor of a small town, I understand that every city has its own unique opportunities, challenges, and story to tell. Local leaders are closest to the people they serve, and I look forward to working alongside city officials from every corner of Florida as we strengthen our communities and ensure local voices remain at the heart of local decisions.”

Franks has been involved with the League for many years. He has served on the League’s Board of Directors and contributed to several key committees, including the Municipal Administration Committee, Nominating Committee, Advocacy Committee and Federal Action Strike Team Committee. He is also a multiple-year recipient of the League’s Home Rule Hero Award.

  • His public service extends beyond Shalimar. Franks previously served as President of the Northwest Florida League of Cities and continues to serve on the board of the Okaloosa County League of Cities.

Franks comes from a family whose roots in Okaloosa County date back to the 1930s. Professionally, he has spent more than 25 years in the financial services industry and holds both an undergraduate degree and a Master of Business Administration degree from Troy University.

As President, Franks will help guide the League’s advocacy efforts and member engagement initiatives while championing the interests of Florida’s municipalities, according to the organization.

Joining Franks as officers for the 2026-2027 term are First Vice President Sarah Stoeckel, a Councilmember with the City of Titusville, and Second Vice President Greg Langowski, Vice Mayor of the City of Westlake.

The Florida League of Cities was founded in 1922.
